Session #1 Title: The Honest Truth About Fraud - A Former FBI Agent Tells All

Session Description (8:30 am - 9:45 am)  

Vic Hartman will describe fraud from the perspective of a former FBI agent, Adjunct Professor, and current practitioner (attorney/CPA). He will break out fraud from a Life Cycle perspective. It will describe the ecology of fraud and the interrelated concepts of prevention, detection, investigation, mitigation, and remediation. 

Vic Hartman, JD, CPA/CFE, is a licensed attorney and CPA in Atlanta, Georgia, where he founded The Hartman Firm, LLC.  Prior to founding his firm, Vic spent 25 years at the FBI where he served as Supervisory Special Agent and as Chief Division Counsel.  His cases included leadership roles in the Enron and WorldCom investigations.  He represents organizations conducting internal investigations, whistleblowers, and serves as a forensic accountant.  He has been a court-appointed Receiver and Examiner.  He is an Adjunct Professor at two universities, has published several articles in professional journals, and regularly speaks on the topic of fraud.  

He has a new book out called “The Honest Truth about Fraud - A Retired Agent Tells All”.  It is available on Amazon.   

 

Session #2 Title:  MN Office of the State Auditor - Legal / Special Investigations Division on Fraud Prevention and Detection

Session Description (10:00 am - 11:15 am)

Mark Kerr's presentation will describe the work of the Office of the State Auditor, with a focus on its Legal/Special Investigations Division, and examples of the types of fraud observed in various local government settings.  It will also discuss the importance of internal controls and present ideas to help reduce the opportunity for fraud and prevent problems before they arise. 

Mark F. Kerr, JD, CFE, is the Office of the State Auditor’s Special Investigations Director.  In various capacities, Mark has practiced local government law for over 25 years.  Prior to assuming his current role, he served the Office of the State Auditor as Assistant Legal Counsel.  He also practiced law for three years with the Ratwik, Roszak & Maloney law firm, representing local units of government.  After graduating from the William Mitchell College of Law, magna cum laude, Mark served as judicial clerk for the Chief Judge of the Minnesota Court of Appeals.
